That’s only true for an empty dependency array.

Why is this so? There is actually a hidden rule here: only when the component is re-rendered will it be possible to trigger the effect.

That’s only true for an empty dependency array. If the value in the variable in the array changes, it runs. Date is a constant. Not a variable.
